Why would it not make it the default when I have it checked in Group Policy? Do you have the option "Set this printer as the default printer" AND "Only if a local printer is not present"? If so, that's probably the problem: TSPrint is being seen as a local printer, probably because it'll be using a COM port. Delete TSPrint and it should solve the default printer issue.
